Preheat oven to 350 degrees F. Line sheet pan with parchment paper.
Remove rolls from package; do not separate. Cut rolls in half crosswise; place bottom on prepared sheet pan. Spread mustard over bottom of rolls. Layer with onion, Havarti, half of turkey, Muenster and remaining turkey.
Spread mayonnaise over cut side of top of rolls; place on turkey. Spray top of rolls with nonstick cooking spray; sprinkle with pepper.
Bake 10 to 15 minutes or until rolls are lightly toasted and cheese is melted. Cut into individual sandwiches; serve warm.
